Folarin Balogun is cleared to play tonight, and the ruling that made it possible has turned one of the World Cup's most anticipated Round of 16 matchups into a full-blown controversy.
FIFA announced Sunday that Balogun's one-match suspension had been placed on probation for one year, less than 48 hours before the United States faces Belgium at Lumen Field in Seattle. Kickoff is set for 8 p.m. ET on FOX.
"In line with article 27 of the FIFA Disciplinary Code, the implementation of the match suspension is suspended for a probationary period of one year," FIFA's official statement read.
The ban stemmed from Balogun's red card in the 64th minute of the USA's 2-0 Round of 32 victory over Bosnia and Herzegovina on July 1, for a challenge on defender Tarik Muharemovic. Automatic one-match suspensions follow red cards under standard World Cup rules.
Multiple reports indicated that U.S. President Donald Trump personally called FIFA President Gianni Infantino to urge a review of the decision. Trump publicly thanked FIFA after the ruling was announced. White House task force head Andrew Giuliani told ESPN he has "no concerns at all" about the decision's impact on the USMNT's legacy.
When Belgium's federation requested a written explanation from FIFA, the governing body treated that request as a formal appeal and ruled it "inadmissible," locking in the reversal.
UEFA did not hold back. The governing body released a statement calling the ruling a threat to the sport's foundations: "When the certainty of rules is no longer guaranteed by its guardians. The integrity of the game is at stake and the credibility of a competition is undermined. Equally, such a decision creates a precedent in the ongoing tournament where similar situations will now require equal treatment to the detriment of the competition."
Belgium coach Rudi Garcia was blunt. "I didn't know that in the offices of FIFA, the 5th of July was the 1st of April in Europe," he said. "The Belgian federation does not defend itself; it does not protect the national team. She defends football in general. She defends her integrity, her ethics. I think it's the first time in the history of the World Cup that there is this kind of decision."
USMNT coach Mauricio Pochettino pushed back on the criticism. "I think 99.9 percent of people in football have said this is an unfair punishment, and there's evidence from the past that makes it possible to suspend a punishment and to fulfil it later on," he said. "This has happened in the past. It's not something extraordinary that has only happened for us."
Balogun's presence matters enormously for the U.S. attack. He leads the squad with 3 goals in 3 tournament appearances, becoming just the third American ever to reach that mark at a single World Cup, joining Bert Patenaude (4 goals in 1930) and Landon Donovan (3 goals in 2010). His return slots into a projected 4-3-3 alongside Christian Pulisic and Sergiño Dest.
Belgium arrives at Lumen Field with their own storylines. Romelu Lukaku, with 92 international goals, has been deployed off the bench by Garcia and delivered every time, scoring against New Zealand within five minutes of coming on and scoring plus assisting in the 3-2 extra-time win over Senegal, a match Belgium won after trailing 2-0 with four minutes remaining in regulation. Kevin De Bruyne, now at Napoli with 123 caps, remains Belgium's creative engine, and Tyler Adams will be tasked with limiting his distribution.
Belgium will be without suspended midfielder Nathan Ngoy, and defender Zeno Debast has yet to play a minute of the tournament due to a leg injury. For the USA, Cristian Roldan is doubtful with a quad strain, though he is not a starter; defender Mark McKenzie has returned to full practice.
According to Opta's model, the USA hold a 37.2% chance of winning in regulation against Belgium's 36.5%, with a 26.3% probability the match goes to extra time or penalties. FanDuel Sportsbook lists the USA as slight favorites at +145 on the moneyline, with Belgium at +175 and a draw at +235.
The winner advances to the quarterfinals in Los Angeles on July 10 against either Portugal or Spain. Jordan's Adham Makhadmeh will referee tonight's match.
